What is the EU Blue Card?
The EU Blue Card is one of the European Union’s main tools for attracting and employing highly skilled professionals from non-EU countries. It offers a harmonised and transparent framework for entering the EU labour market, giving both employees and employers greater legal clarity and consistency across member states.
What are the eligibility requirements for the EU Blue Card?
At the European level, the Blue Card is governed by Directive (EU) 2021/1883. To qualify, applicants must hold a recognised university degree or, if permitted by national law, be able to demonstrate at least five years of high-level professional experience. They must also have a valid job offer with a salary above the minimum threshold set in the relevant member state. Holders of the Blue Card enjoy significant
benefits, including family reunification, the ability to move within the EU for up to 90 days in any 180-day period without extra formalities, and the option to relocate to another member state after 12 months of legal residence in the first host country.
How is the EU Blue Card implemented in Cyprus?
In Cyprus, this Directive has been implemented through the Aliens and Immigration (Amendment) Law of 2024 [Law 111(I)/2024], which was published in the Official Gazette on 1 August 2024. Under the Cypriot framework, the EU Blue Card is available to third-country nationals who have either a university degree or, for certain ICT occupations, at least three years of relevant work experience. The minimum gross annual salary is set at €43,632. The scheme primarily applies to sectors such as Information and Communication Technology (ICT), pharmaceutical research (particularly for researchers), and shipping, although it does not cover ship masters or crew members, who remain under
separate rules.
The law also streamlines the path to permanent residence and citizenship. Blue Card holders who meet certain requirements, may apply for long-term resident status, and for Cypriot citizenship.
